In a large cast iron pan, add in peppers and ground beef. Cook until beef has been browned.
Add in seasonings, black olives, and bacon. Set to the side.
Boil cauliflower until tender. Drain cauliflower and mash cauliflower. Add in butter, salt, pepper, and slowly add in heavy whipping cream. Continue mashing and mixing until it is smoother and creamy. (Depending on the size of your cauliflower, you may need to add less whipping cream.)
Add eggs to your meat mixture and top with cauliflower mash. Add an even layer of cheese to coat the mash.
Bake in your oven for 20-25 minutes, or until cheese is melted and bubbly.
Optional, garnish with cilantro, black olives, and bacon.
You can make this ahead of time and freeze it if needed. Store it in a freezer safe casserole dish.
